Tom Parker is the founder and principal officer of EIR Development Co. LLC, a metropolitan Washington, DC area based leasing and development organization that specializes in shopping center and freestanding retail projects. Founded in 1998, EIR provides development and anchor leasing, out parcel marketing, and site acquisition and disposition services to selected national development companies, big box retailers, restaurants, hotels, and specialty entertainment users.
Mr. Parker has enjoyed a highly visible and successful 40-year career of diversified experience in shopping center real estate, including multi unit retail, restaurant, and entertainment development. Most notably, in his 9-year tenure as Vice President of Land Development with The Mills Corporation, he was the creator of Mills nationally recognized peripheral land development program. Mr. Parker established new industry standards for mall based peripheral land development, while leading the highly productive team that sold or leased over $200,000,000 in out-parcels, pad sites, and residual land parcels.
Mr. Parker participated in the creation of the successful Fairfield Inn concept during his 6-year tenure with the Marriott Corporation, where he specialized in restaurant and hotel, development and franchising. Additionally, as Vice President of Development at Tanger Outlet Centers, he led development of the emerging “Power Outlet Center” concept, and introduced entertainment and branded food service to the outlet shopping experience. Mr. Parker is a founding participant of the Peripheral Land Conference, a highly regarded select group of nationally known expert strip center and mall based land development professionals, founded in 1987. Lastly, by peer selection, Mr. Parker is the author of “Peripheral Land”, a chapter on land development, leasing, and sales included in the ICSC Shopping Center Leasing textbook.
